Purpose
The purpose of this statement is to set forth current University policy to clarify and delineate when the University's digital copy center (hereinafter "Shocker Printing Solutions") must be used and when and how the use of services outside the University may be authorized.

Preamble
The Shocker Printing Solutions provides all digital printing and copy services for the University, including black and white and full color digital printing and copying and all bindery services for the University, including inserting, cutting, padding, punching, Velo binding, coil binding, comb (GBC) binding, tape binding, folding, saddle stitching and stapling. The Manager of Central Services is responsible for determining when the use of these services outside the University may be authorized.

Policy

All University digital printing, copying and bindery services, regardless of the source of funds used 鈥 general use, restricted use, or grant or research funding 鈥 must be purchased through the Shocker Printing Solutions. The Shocker Printing Solutions must also be used for purchases made using funding held in accounts at the WSU Board of Trustees or the WSU Foundation.

If the Manager of Central Services determines that Shocker Printing Solutions is unable to meet the printing need in a professional or timely manner, the Manager of Central Services shall issue a letter of waiver to the department authorizing the use of digital printing services outside the University.

Implementation
This policy shall be included in the WSU Policies and Procedures Manual and shared with appropriate constituencies of the University.
The Vice President for Finance and Administration shall have primary responsibility for the publication, dissemination and implementation of this University policy.
